Owner Spectator Token

Issue a short-lived, one-time-use signed token for owner spectator WS.

Only callable by the Next.js server (protected by X-Internal-Token). The agent_id is resolved server-side by the Next.js route from the BetterAuth session — the browser client never supplies it.
