Settle Referral

Internal callback fired by the jobs service when a referral credit hold has elapsed. Idempotent — re-runs on the same referral are no-ops.

Auth: the referral_id is an unguessable UUID. This matches the pattern of /api/webhooks/paper-processing/{job_id}.
