AI crawler rules for a publisher

Rules that tell AI crawlers to license a publisher's articles instead of scraping them. format=robots (default) returns a robots.txt block; format=ai_txt returns an ai.txt file. Any other format value returns a JSON summary (crawlers named, article counts, links to both files). Pass publisher_id. Public.
