Preview a CSV / Excel import into a list

Parses the upload, proposes or applies a column mapping, and returns what WOULD happen: rows to add, rows it could not read and why, columns and dropdown choices that would be created, and the row quota after. Writes nothing. multipart/form-data with file and an optional mapping JSON field. CONTRIBUTE-gated on the list; JWT only (the workspace router denies PATs). 415 for a format that is not a spreadsheet, with the project importer named as the place to go instead.
