List completion-readiness criteria

Returns { source, defaultPresetSet, criteria }. source is org when the org has any criteria for the transition, otherwise preset: with no presetSet filter that is only the default set (defaultPresetSet, generic_dod), the set that applies until the org forks another; a named set or all browses presets for the fork picker. A preset set is chosen by forking it, never by project type. A projectType filter keeps rows for that type plus rows for every type.
