Rename the closeout lessons

Requires org.compliance.manage (Owner and Admin by default). labels maps a lesson key to the workspace's label for it (at most 80 characters); null or an empty string goes back to the default label. Keys not sent keep their label; any other key is a 400. Audited as CLOSEOUT_LESSON_LABELS_CHANGED. Returns the labels (see GET).
