Developer Notification Service Updates

Get developers who have service updates enabled and optionally send service update emails.

Args: update_type: Type of update ("new_feature", "maintenance", "incident") update_title: Title of the update update_message: Message content features: Comma-separated string of features (e.g., "Feature 1,Feature 2,Feature 3") action_required: Any action required from users (optional) send_emails: If True, sends emails to developers with service_updates enabled download_csv: If True, returns CSV file as download instead of JSON response
