Return the signed-in person's organization, creating it when they have none: a production organization with a provisional name (or org_name), the launchpad tag, Nash Agent on and the person as owner. Safe to retry: a person who already has an organization gets it back with created: false. SIGNUP_IN_PROGRESS (409) means another call for the same person is still creating it.
