Start Overture Download Job

Start an Overture region extract; poll GET /gis/download-jobs/{job_id} for progress.

This exists because the browser cannot do it. Its parquet reader holds the whole region in WASM memory before writing anything, so a large region traps rather than finishing; DuckDB streams a COPY under a fixed memory limit, which is how the acquisition script has always done it.
