Cancel Gis Download Job

Ask a running job to stop.

Aborting the browser's fetch only stopped the polling; the thread kept reading source tiles and merging them, holding one of two worker slots for minutes after the user had given up on it. Cancellation is cooperative - the job notices at its next progress report - so this returns as soon as the flag is set rather than waiting for the work to unwind.
