Get conflicting teams with pagination and ordering by conflicting cost descending.

Args: cost_preview_data: Ownership cost preview request with entity type and ownership rules start_date: Start date for filtering end_date: End date for filtering limit: Maximum number of results to return (default: 100, max: 1000) offset: Offset for pagination (default: 0)

Returns: OwnershipConflictingTeamResponse with list of conflicts and currency
