Principal Balance

The wallet, read at the grain it actually lives at.

Balance is on principals, not on an agent: one wallet funds every agent the principal owns, while caps are per-agent. /spend-status answers a different question -- one agent's headroom -- and needs a bearer key to do it, so the console cannot use it.
