Set Principal Agent Status

Pause or resume an agent. Pausing is what "revoke" means here.

agent_status is already active | paused | banned, so revocation needs no new state -- and pausing is better than deleting a key, because it stops the agent spending without destroying the audit trail that explains what it did. banned stays an operator action and is not reachable from here.
