Request tracking numbers (creates a reservation ticket — no purchase, no billing)

Create a tracking-number reservation request.

Body: {"entries": [{"source": "website", "team_id": 3, "idpointofsale": 7}, ...]} — one entry per desired number (1..20).

Opens ONE ticket (category 'pedido_numeros', visible to the company in /tickets) plus one Z_TicketTrackingRequests row per entry, and notifies the system admins. Deliberately touches neither Telnyx nor billing: no Z_TrackingNumbers stub, no credit deduction, no Z_MonthlyUsage row — those happen only at admin attribution time.
