Start a live DVR rolling-buffer session

Buffers a live HLS/DASH stream from now and re-publishes a sliding window as a synthetic HLS playlist for in-page playback + scrubbing. Premium (Video Editing). Returns 202 with a playlistUrl under the capability-gated /v1/media/dvr/{id}/… serve surface (the unguessable dvr_ id is the credential).
