Grant team-admin role to a user

Authorized: org_admin / org_owner. Authorization: team_id is resolved to its owning organization from the DB and the caller must be an owner/admin of that org (a team in an org the caller does not belong to returns the same 404 as a nonexistent team; a member with a lower role receives 403), and the target user must already be a member of the team's org, so no cross-tenant team can be administered and no other tenant's data is affected.
