List the calling agent's review-hold lifecycle

The reconcile/backfill ("pull, truth") leg of the Safe House review-hold lifecycle (Task A1, canonical-consumer plan) — the same shape delivered live via the sh.review.* webhook. Agent-scoped, not org/user-scoped: agent_id is always resolved from the caller's own possession proof (AgentAuth), never from a query parameter, so one agent can never read another's reviews.
