Safe House

Bulk apply a Safe House config to up to 500 agents

Requires the owner, admin or member role in the caller's organization (viewers are read-only). Every agent_ids entry must belong to that organization or the whole request is rejected (403). config accepts only mode, thresholds, screen_surfaces, trusted_sources and settings; any other key (including scope / scope_id) is rejected with 400.
