Verify a signed Safe House decision

Independently verify a persisted canonical SafeHouseDecision's Ed25519 signature and per-(agent, run) hash chain (MNE-1381 / C14). Reconstructs the decision from its row and delegates to the shared verifySafeHouseDecision core: a tampered covered field or prev_hash breaks the chain recompute; a forged/absent-key signature breaks the Ed25519 check — both surface as verified:false (a successful answer, not an error). Public endpoint, no authentication required.
