Get Selection Disagreement

How often poll order picked something the selector would not have.

THE number shadow selection exists to produce, and the one that decides whether inverting the send path is worth doing. High agreement means the inversion is low value and the timing work matters more; low agreement means it is the most valuable thing on the list. Either answer is worth having before touching a live path.

Split three ways rather than reported as one rate, because the three call for different responses: a different strategy chosen is a ranking disagreement, a live send the selector would have declined is a message that should not have gone out, and a live silence it would have broken is a missed one.
