Get Holdout Fleet

Every agent, its arm sizes, and whether a verdict is readable yet.

A control arm nobody looks at is not a measurement, it is a slice of users receiving nothing in exchange for an answer no one reads. This is the page that makes the whole fleet's evidence visible at once.

Agents with the holdout OFF are listed rather than hidden. "We are not measuring this one" is the most useful row here, and filtering it out is how a fleet quietly stops being measured while the page still looks healthy.

Ordered so the rows that can be acted on come first: readable, then filling by how soon they will be readable, then the unmeasured ones.
