Reconcile an ambiguous x402 settlement. (admin access required)

Manually resolves an inbound settle left awaiting reconciliation: a Verified attempt whose settle threw, timed out, or was interrupted becomes eligible once stale; a stale Settled attempt missing its settlement record is also eligible but only accepts "settled". The operator confirms on-chain whether funds moved: "settled" records the settlement (txHash required), while "failed" marks it Failed so a fresh settle can retry.
