Update test fire

Send a synthetic webhook.test delivery to this endpoint now. Proves the URL, the TLS, the signature and the receiver's own handler end to end, without waiting for a watched filing to change. The delivery id is returned in meta.delivery_id; read it back from /webhook-deliveries/:id for the outcome.
