Import a filing

Canonical entry point for creating a filing. The backend fetches the filing from the named office, deduplicates against existing records, creates the trademark on the fly if needed, links Nice classes, and mirrors the office-observed phase into the local row. Provide either trademark_id (import into an existing trademark) or name + client_id (create the trademark and import in one go).
