Retrieve a filing

Trademark filings — one row per (trademark, office) tuple. Office is the source of truth for lifecycle status, dates, and mark metadata; the local row mirrors what the office reports. Updates to customer-managed fields go through PATCH; office-sourced fields refresh via /refresh_from_office.
