The caller's chats that wait on them, in every project

The Agent icon's dot and the briefing's Needs you list: each own chat in workspace_id whose last reply waits on its owner (a plan to run, a question, a failure, a run at its limit) and that they have not dismissed, failures first then newest; and new_results, the chats with a result they have not seen. Opening a chat does not clear a to-do; resolving or dismissing it does.
