Resolve a test's case links against the workspace's TestRail integrations

Classifies each link by shape and, for TestRail-shaped ones, asks every enabled TestRail integration in the workspace in a fixed order until one knows the case. A link is unknown_case only when every reachable integration rejected it; unavailable when none knew it and at least one could not be asked. Links that belong to another system (Jira keys, Zephyr case keys) are reported as other_platform without contacting TestRail.
