Enqueue an Azure Boards status poll for every enabled Azure Boards integration

Cron endpoint, called by Cloud Scheduler. Enqueues one Cloud Task per enabled Azure Boards integration, named for the integration and the tick so a repeated call in the same tick is dropped. Does nothing while the fan-out is switched off. Authorization handled by CloudSchedulerAuthorizationFilter in web.xml.
