Poll one Azure Boards integration's work items and mirror their state onto mabl issues

Called by the azure-boards-status-poll Cloud Tasks queue, not by mabl clients. Requires the CloudSchedulerAuthorizationFilter header and a Google OIDC token for the queue's service account with api-internal as the audience. Bounded by a hard deadline and leased per integration, so overlapping deliveries do not both run. Answers 503 on a transient Azure DevOps failure so the task is retried.
