Polygons At Point

Returns every enabled polygon whose geometry contains the given (lat, lon) point. Use for the 'Snap to coordinates' search mode — answers "which polygons own this location?". Multiple matches are returned in hierarchy order (COUNTRY → PORT → TERMINAL → BERTH) so the caller can drill into the most-specific one.
