Soft Delete Polygon

Two-tier soft delete:

  • scope='full' → status INACTIVE + is_enabled=false (current behaviour; also clears geom so the polygon stops appearing on the map)
  • scope='geometry' → wipe geom + centroid only; metadata + status untouched (used when a polygon's shape is wrong but its identity is correct) reason is mandatory in both cases and prepended into notes.
