Requires Worker secret INTERNAL_OPS_KEY as Authorization: Bearer. 401 if the bearer is missing or wrong. 503 if the secret is not bound. X-Lodestar-Consumer does not grant this route. Reflects STOP status. POST on this path stays the public site form.
