Median and quartiles of annual NFIP policy cost and FEMA full-risk premium for policies in force in the ZIP, split by rated zone (SFHA vs minimal hazard), from OpenFEMA NFIP Policies v3 (monthly), for buyer, owner and lender agents. Returns the same records as locus_flood_premium_context. Use this when your client can only call paid x402 routes. Use locus_flood_premium_context instead when you can call Locus free tools (REST tools/call or MCP).
