Rotate a private tunnel's token.

Issues the tunnel's token, which runs this tunnel and does nothing else, and revokes the one it had: a connector running with the old token is disconnected within seconds and exits. The value is returned once and never stored. A quick tunnel's token cannot be rotated: it lives only as long as the connector that created the tunnel.
