List card velocity limits

List the rules your platform manages. Without cardId, lists platform-wide rules; with cardId, lists only rules configured directly on that card. Lightspark-managed controls are enforced independently and are not exposed by this endpoint. Rules apply to cards whose authorization decisions are made by Grid; provider-decided cards are unaffected.
