Delete a card velocity limit

Remove a rule managed by your platform. Other applicable controls remain in effect. Rules owned by other platforms or Lightspark return 404. Removing a rule does not change answers already recorded for earlier authorization requests. Delete and recreate are separate operations; authorizations between them use the other applicable limits, and a failed replacement does not restore the deleted rule.
