Curated obligation topics under a subject head

Topics ('Pre-contract information') are curated navigation nodes between a subject and its provisions: a one-paragraph orientation, per-jurisdiction status notes and anchored provisions. Descriptions with editorialStatus='draft' are UNREVIEWED model drafts and every payload says so.
