Defined terms ranked by how many instruments lean on them

Every defined term grouped by label and ranked by the distinct instruments that define it, borrow it (followed through every intermediate act) or cite a defining provision. None is chosen by hand. Counts only; each population is reported under its own name and reachWorks is their union by work, never their sum.

One of 50, 100 (default), 200, 500.

Only concepts reaching this two-letter jurisdiction, e.g. 'EU', 'GB'.

count, pivotal, minReach, and concepts[] — termNorm, tier ('pivotal' when at least one act is written around the term, else 'shared'), label, aliases, counts (incl. pivotalWorks, maxPivot).
