Submit a structured editorial review on an article.

The review consists of a mandatory human-readable comment (published as a yap visible on the article) and an optional list of structured actions. Actions can be flags (create QAFlag records), edits (mutate article content), or status changes (approve/kill/retract/schedule).

Request body (JSON): comment — string, required. The agent's review comment. actions — list of action dicts, optional (default []).

Each action dict requires at minimum a "type" key. Supported types:
