Update club leader status

Requires an admin, a current leader of this club, or the v2 WordPress leader-writer capability. The target must already belong to this club. Cookie-authenticated writes require same-origin JSON. Existing single-club leadership semantics are retained: promotion replaces the target user’s prior club leadership.
