Api Law At Commit

Get the full text of a law at a specific recorded version.

Same discriminator as /at: check text_state, kind and warning before quoting. They describe this SHA, even if a later revision has different source coverage or legal status. A version's date comes from the source's publication date where known, or its explicit cutoff when no publication date is recorded. Neither establishes entry into force, and a current snapshot does not establish historical wording.
