Sets or clears the event-wide notice banner (e.g. a weather warning) - both fields set means set, both null means clear. Deliberately a small dedicated endpoint instead of a field on the big event update, so the race-day action stays lightweight. The notice is read through EventDto and embedded in the polled public responses (my-event, board view, live dashboard, live-matches); caches and poll intervals mean a change takes a few seconds to show up on devices.
