Toggles 'must race' on a bye match (competition_match.bye_must_race). The match then operationally counts as a real race (start list exports, RaceClocker polling, the chain waits for it to be finished), while progression keeps bye semantics - the racing team moves on regardless of the measured time, which is displayed as out of competition.
