Send Draft Event Route

Send a previously-drafted event via SendGrid.

Phase 5 surface for the bulk re-engage flow: each generated draft is a DBKolCommunicationEvent row (kind='note', direction='outbound', subject + body_text populated). The UI's per-row Send button POSTs here with the recipient address; we resolve the draft → look up its conversation → delegate to send_outbound_email (same path Phase 3 uses from /conversations/{id}/send).

We DO NOT mutate the original draft event — the existing send path stamps a new email_sent event, which is the audit-clean behaviour. The drafted note row stays on the timeline so the user can see "we composed X, sent Y".
