Mint a read-only follower API key for an agent wallet

Creates an organization-scoped API key restricted to agentWallet: ['read'], bound to this wallet via metadata. Hand the returned key to a regular HTTP script to follow the wallet read-only (budget consumption + payment history) — e.g. GET /v1/agent-wallets/expenses/stats and /expenses/transactions. The plaintext key is returned ONCE and never again; store it now.
