SEO landing aggregate for a category/location slice

Aggregate for a browse/SEO landing page — "N jobs in {slice}" plus a teaser list and related-refinement links. Accepts the same filter params as /jobs/search (q, category, jobgroup, work_type, city, state, postal, country, remote) and returns the count, a small sample of Job cards (link them to /jobs/{id} — the full apply flow lives on the detail page), and related category/location/work-type facets for internal linking. Inventory matches /jobs/search exactly (same live-budget gate). Short-cached; the FE owns the pretty-URL → param mapping.
