Consumer search taxonomy (filter values)

The value sets for the SPA's search filters — categories (live Solr facet with counts), work types (canonical list), and curated locations — so filter dropdowns render without a search round-trip. Heavily cached. Every key round-trips to the matching /jobs/search filter param. Solr failure degrades categories to an empty array; the endpoint never 500s.
