A scheduled/triggered run was skipped (quota exhausted)
Fires when a cron/webhook/watch trigger was due but the account's monthly agent-run entitlement is exhausted — the run did NOT execute and the trigger's fire count is unchanged. Resumes firing when the quota resets or the plan is upgraded.

Webhooks have no change history: a webhook is keyed by its event name rather than a path and method, so no recorded change can name it.
