Get Pipeline Element Plot Data

Return decimated trace data for one validation plot, keyed by element.

Same behaviour as GET /datafits/{job_id}/plot_data and GET /validations/{job_id}/plot_data — the element resolves to its job — so the UI needs no job id. See those routes for the decimation contract.
