Read notification preferences

Requires user-delegated notifications.read. Account opt-outs override organization settings. Managers receive routing; other members receive routing:null. Member names and addresses are discovered separately through membersPath using members.read. No unbounded member roster is loaded. Read-only, with no release flag.
